- Dubai Municipality (DM) — freehold, non-master-planned villa areas. Typical turnaround is 2–3 working days once documents are complete, longer for structural extensions.
- Trakhees — required for Nakheel/Dubai Islands communities, including Palm Jumeirah and JBR-adjacent developments, in addition to a Nakheel NOC.
- Master developer NOC — Emaar, Meraas and Dubai Properties each require their own sign-off for gated communities such as Arabian Ranches, The Springs, The Meadows and Dubai Hills Estate, on top of DM approval.
- DEWA — any electrical load change, common in kitchen remodels and AC upgrades, needs a DEWA connection or upgrade approval.
- Al Sa’fat green building rating — mandatory compliance for new builds and major renovations, with bronze through platinum tiers based on energy and water efficiency.
