Al Sa’fat & Estidama Explained
Green building rules for Dubai and Abu Dhabi villas — what they require and when they apply.
Al Sa’fat is Dubai’s mandatory green building rating system and Estidama is Abu Dhabi’s equivalent, both requiring minimum sustainability compliance for new villa construction and major renovations. Neither is optional where it applies, and both affect design decisions from the start of a project, not just at final sign-off.

What Is Al Sa’fat?
Al Sa’fat is Dubai Municipality’s green building rating system, with bronze, silver, gold and platinum tiers based on energy efficiency, water efficiency, materials and indoor environmental quality. It applies to new villa construction and major renovations in Dubai, with the specific tier requirement depending on project type and scale.
What Is Estidama?
Estidama is Abu Dhabi’s Pearl Rating System, requiring a minimum of 1 Pearl for most new builds and major works, with higher Pearl ratings available for projects that exceed the minimum. It covers similar ground to Al Sa’fat — energy, water, materials and indoor quality — administered through DMT rather than Dubai Municipality.
Does It Apply to Renovations, Not Just New Builds?
Both frameworks can apply to major renovations, not just new construction — the exact threshold depends on the scope of work. We confirm whether your specific renovation triggers compliance requirements during the site visit, rather than assuming either way.
Why This Matters Beyond Compliance
Al Sa’fat and Estidama compliance generally means better-performing insulation, more efficient cooling and lower long-term utility costs — the same specification choices that make sense for UAE heat regardless of whether compliance is mandatory for your specific project. We build to these standards by default on new construction. See our villa construction services for more detail.
Frequently Asked Questions
Is Al Sa’fat compliance mandatory for all Dubai renovations?
It applies to new builds and major renovations; the exact threshold depends on project scope. We confirm this during the site visit.
What Pearl rating do I need for Estidama in Abu Dhabi?
A minimum of 1 Pearl is required for most new builds and major works, with higher ratings available for projects exceeding the minimum.
Does green building compliance add much to project cost?
It adds some upfront design and material cost, but is mandatory where it applies and generally reduces long-term utility costs.
